§ 4-4. Exceptions—Consumption, possession of alcoholic beverages on city property.

  • (a)

    No person shall consume or have in his possession any alcoholic beverage on property owned by the city which shall include, but is not limited to, recreational areas and municipal parks; provided however,

    (1)

    This section shall not apply to city-owned buildings including the community center, the welcome center, the city arts center/rectory, the kudzu and the train depot buildings; and

    (2)

    This section shall not apply to the personal consumption of alcoholic beverages in paper or plastic cups by the public in Discovery Garden Park on weekdays between the hours of 5:00 p.m. to 10:00 p.m., Saturdays from 1:00 p.m. to 10:00 p.m. and Sundays from 2:00 p.m. to 8:00 p.m. These hours may be further restricted for specific events where the public consumption of alcoholic beverages is not deemed appropriate by the Director of Public Works, Utilities and Parks. Notices shall be posted at Discovery Garden Park during the events for which the consumption of alcoholic beverages is not permitted.

    (b)

    Notwithstanding the foregoing, the City Council may, by resolution, allow consumption of alcoholic beverages on city property during special events as declared by the City Council.
